Article 1: The aim of the assessment measures is to take precautions against discharging poisonous and hazardous wastewater into urban drainage and sewage treatment facilities in order to ensure operation security and promote operation efficiency.

第一条 为预防超标的有毒有害废水排入公共排水与污水处理设施，保障公共排水与污水处理设施安全运行，提升公共排水与污水处理设施运行效能，依据《广州市排水条例》规定，特制定本办法。

Article 2: The assessment measures is applicable to wastewater such as industrial wastewater and medical wastewater which is discharged into urban drainage and sewage treatment facilities.

第二条 本办法适用于排入公共排水与污水处理设施的工业废水、医疗污水等污水（以下称“生产废水”）的评估工作。

Article 3: The division of responsibilities of the assessment measures is as follows: municipal water affairs department is responsible for making overall plans and coordinating relevant issues; district water affairs department is responsible for organizing within the region; municipal and district ecology and environment department is responsible for guiding the assessment tasks as well as leading the drainage households to legally go through the formalities concerning assessment of environmental impact or discharge permit; operation and maintenance units of urban drainage and sewage treatment facilities is responsible for executing the assessment tasks within scope of services.

第三条 市水务行政主管部门统筹实施本评估办法，协调处理相关问题；区水务行政主管部门负责组织辖区内的评估工作。

市生态环境局及其各分局配合指导评估工作，指导排水户依法办理环境影响评价、排污许可等手续。

公共排水与污水处理设施维护运营单位（以下称“运营单位”）具体承担服务范围内的评估工作。

Article 4: Based upon Wastewater quality standards for discharge to municipal sewers(GB/T 31962), operation and maintenance units of urban drainage and sewage treatment facilities is supposed to execute the assessment tasks in a scientific, objective and fair way which is behooved to ascertain discharging characteristics of pollutants within scope of services according to operation status, capability and design standards of urban drainage and sewage treatment facilities as well as surroundings and waters functional category.

第四条 运营单位应摸清服务范围内的生产废水污染物排放特征，依据《污水排入城镇下水道水质标准》（GB/T 31962）等标准，结合公共排水与污水处理设施的运行状态、公共排水与污水处理设施的处理能力和设计标准以及周边环境状况和水域功能类别情况，科学、客观、公正地开展评估工作。

Article 5: The assessment measures is carried out for the drainage households which has discharged wastewater or will discharge wastewater into urban drainage and sewage treatment facilities. The assessment tasks shall be divided into two categories.

(1)the drainage households which has discharged wastewater into urban drainage and sewage treatment facilities: If pollutants of wastewater can not be removed effectively by sewage treatment facilities or may have a notable impact on stability of sewage treatment facilities, operation and maintenance units of urban drainage and sewage treatment facilities is supposed to complete a report including conclusion and suggestion and summit it to district water affairs department.

(2)the drainage households which will discharge wastewater into urban drainage and sewage treatment facilities: When the drainage households goes through the formalities concerning discharge permit, operation and maintenance units of urban drainage and sewage treatment facilities is supposed to take an initiative part in the tasks where firstly manufacturing techniques, materials and products should be assessed, secondly amount of water and section of particular pollutants should be evaluated, thirdly suggestion should be given.

第五条 本办法评估对象为已有生产废水排水或拟将生产废水排入公共排水与污水处理设施的排水户。评估工作按已有生产废水排水公共排水与污水处理设施的排水户、拟将生产废水排入公共排水与污水处理设施的排水户实行分类评估：

（一）已有生产废水排入公共排水与污水处理设施的排水户，经评估其生产废水含有污染物不能被污水处理设施有效处理或者可能影响污水处理设施出水稳定达标的，由运营单位将评估结果和具体建议形成报告，上报区水务行政主管部门。

（二）拟将生产废水排入公共排水与污水处理设施的排水户在办理排水设施设计条件咨询时，运营单位应主动服务。运营单位应在排水户办理排水设施设计条件咨询时或之前根据排水户的生产工艺、物料、产品等对其可能产生的生产废水进行评估，评估其水量和部分特征污染物对公共排水与污水处理设施正常运行的影响，并根据评估结果出具排水设施设计条件咨询意见。

Article 6: According to the principle of green and low-carbonand reciprocity and mutual benefit, operation and maintenance units of urban drainage and sewage treatment facilities is suggested passionately not only negotiating with the drainage households but also determining the discharge concentration and amount of biodegradability indicators (BOD₅)affecting rarely the operation security of sewage treatment facilities, which is intended to explore innovative ways of surrogate sewage treatment.

Specially, operation and maintenance units of urban drainage and sewage treatment facilities is supposed to make a legal written agreement with the drainage households in order to mark the limits of pollutants concentration.

第六条 鼓励运营单位根据污水处理设施处理能力，针对对环境和污水处理设施安全运行不构成影响的可生化性指标（如BOD₅等），按照“绿色低碳”与“互利互惠”的原则，与排水户共同协商，确定可生化性指标排放浓度及排放量，探索污水代处理模式。

运营单位与排水户通过签订具备法律效力的书面代处理协议，约定排水户排入公共排水与污水处理设施的污染物浓度限值。

Article 7: If the quality indicators of wastewater discharged into urban drainage and sewage treatment facilities reach or go beyond the limits of corresponding category in Environmental quality standards for surface water (GB 3838), district water affairs department or municipal ecology and environment department should advocate that the drainage households either recycles wastewater or discharges wastewater voluntarily into natural waters.

第七条 排入公共排水与污水处理设施的生产废水，水质指标达到《地表水环境质量标准》（GB 3838）中当地水域功能类别对应排放标准或以上的，区水务行政主管部门、市生态环境局各分局应鼓励排水户自行回用或自愿排入自然水体。

Article 8: As for the wastewater discharging, operation and maintenance units of urban drainage and sewage treatment facilities is supposed to trace dynamically and evaluate properly in the light of daily monitoring. If one of the following situations below is encountered: pollutants of wastewater can not be removed effectively by sewage treatment facilities or may have a notable impact on stability of sewage treatment facilities, surrogate agreement with the drainage households is altered, adjusted or expired, operation and maintenance units of urban drainage and sewage treatment facilities is supposed to make a written report to municipal and district ecology and environment department as well as municipal and district water affairs department, while the drainage households is supposed to apply timely for the adjustment of discharge permit

第八条 运营单位可根据日常水质监测数据对排水户污水排放情况开展动态跟踪、科学评估。若后续过程中经评估认定为污染物不能被污水处理设施有效处理，或可能影响污水处理设施出水稳定达标，或代处理协议进行变更、调整或将到期且不再延续，运营单位应及时书面告知市生态环境局及其各分局以及水务行政主管部门。排水户应及时申请对排污许可证、排水许可证进行调整。

Article 9: The assessment measures shall come into force as of the date of promulgation which is valid for 5 years.

第九条 本评估办法自印发之日起实施，有效期5年。
