In order to ensure the safety of flood control and water supply, protect the water ecological environment, according to the ‘Guangdong Provincial River Sand Mining Management Regulations’, ‘Guangdong Provincial River Management Regulations’ and other related documents, considering the river sand reserves, riverbed evolution, water regime, engineering safety, water environment and on the basis of consulting the relevant departments, In 2023, the main river channels in Guangzhou and the river sand prohibited mining areas in Guangzhou are announced as follows :

为保障防洪、供水安全，保护水生态环境，根据《广东省河道采砂管理条例》《广东省河道管理条例》等文件规定，并综合考虑河道河砂蕴藏、河床演变、水情、工程安全、水环境等情况，在征求相关部门意见的基础上，现将2023年度广州辖区内省主要河道及广州市管采砂河道河砂禁采区公告如下：

1.The following river (river section) is delineated as the prohibited mining area of river sand in 2023:

一、以下河道（河段）划定为2023年度河砂禁采区：

(1) The main channel of Guangdong province ( within the jurisdiction of Guangzhou ) :

①From the north of Shilong in Dongguan City (the north main stream of the Dongjiang River), to the west to the Baihezhou to the southwest, through the Shiziyang waterway to the Pearl River Humen Bridge.

②From Zini, Shawan Town, Panyu District, Guangzhou City, through the Shawan waterway, to the Shazai Island in main stream of the Nansha District .

（一）省主要河道（广州辖区内）：1.自东江北干流东莞市石龙北起向西至白鹤洲转向西南，经狮子洋水道至珠江虎门大桥止的干流河道。

2.自广州市番禺区沙湾镇紫坭，经沙湾水道，至南沙区沙仔岛止的干流河道。

(2) The sand mining river under the jurisdiction of Guangzhou City:

①Liuxi River mainstream : below Liangkou dam to Liuxi River estuary ;

②Xinjie River mainstream : Liantang Village to Xinjie River Estuary ;

③Baini River : from the junction of Huadu District and Qingyuan City to Yagang ( including Guotai Water ) ;

④Pearl River West Channel ( Yagang to Zhoutouzui ) ;

⑤Pearl River front channel ( Zhoutouzui to Dahaosha ) ;

⑥Pearl River Back Channel ( Zhoutouzui to Huangpu New Port ) ;

⑦Jiaomen estuary : Xiqiaotou ( at the junction with Shawan waterway ) to Nansha hydrological station ( including Xiqiao waterway ) ;

⑧Liugang waterway : Yuwotounanbian sluice to Wanzhouwei ( Jiaomen waterway ) ;

⑨Shanghengli waterway : Yishawei Shatouding to Lingshan Qiyi tail ( Jiaomen waterway ) ;

⑩Xiahengli waterway : Yishawei sand head to Anyiwei tail ( Jiaomen waterway ) ;

11Hongqili Waterway : Sanshanjiao Hydrological Station to Wanqingsha West Hydrological Station ;

12Sanzhixiang Waterway :Luoxi Village (Rear channel of the Pearl River ) to Xinji sluice, Panyu District.

（二）广州市管采砂河道：

1.流溪河干流：良口坝以下至流溪河河口；

2.新街河干流：莲塘新村至新街河河口；

3.白坭河：花都区与清远市交界处至鸦岗（含国泰水）；

4.珠江西航道（鸦岗至洲头咀）；

5.珠江前航道（洲头咀至大濠沙）；

6.珠江后航道（洲头咀至黄埔新港）；

7.蕉门水道：西樵头（与沙湾水道交界处）至南沙水文站（含西樵水道）；

8.骝岗水道：鱼窝头南边水闸至万洲尾（接蕉门水道）；

9.上横沥水道：义沙围沙头顶至灵山七一尾（接蕉门水道）；

10.下横沥水道：义沙围沙头顶至安益围尾（接蕉门水道）；

11.洪奇沥水道：三善滘水文站至万顷沙西水文站；

12.三枝香水道：番禺区洛溪村（接后航道）至番禺区新基水闸。

According to the division of navigational affairs, portral affairs and channel departments, the Pearl River front Channel includes the East Channel of Guangzhou Port, Huangpu Channel and Dahaozhou Channel ; the Pearl River back channel includes Guangzhou Port South Channel, Lijiao Waterway, Fenshuitou Waterway, Haixingang Waterway, Xinzao Waterway, Tiezhuang Waterway, Chisha Waterway, Dongluowei Waterway, Sanzhixiang Waterway, Yuangangnan Waterway, Xiaozhou Waterway, Guanzhou Waterway, Xinzhou Waterway and Luntou Waterway.

按照海事、港务、航道部门的划分，珠江前航道包括广州港东河道、黄埔航道、大濠洲航道；珠江后航道包括广州港南河道、沥滘水道、汾水头水道、海心岗水道、新造水道、铁桩水道、赤沙水道、东洛围水道、三枝香水道、员岗南水道、小洲水道、官洲水道、新洲水道、仑头水道。

2. For the above river sections, stop accepting river sand mining applications and issuing river sand mining licenses, and prohibit all river sand mining activities ( except for river regulation and channel dredging projects approved by the water administrative department and other relevant departments ). Violation of the provisions of this announcement, will be investigated and punished according to the law.

二、对以上河段，停止受理河道采砂申请和发放《河道采砂许可证》，禁止一切河道采砂活动（水行政主管部门批准并经其他相关部门许可的河道整治及航道疏浚工程除外）。违反本公告规定的，将依法予以查处。

3. This announcement shall enter into force as of the date of issuance and shall be valid until December 31, 2023.

三、本公告自印发之日起施行，有效期至2023年12月31日止。
