Article 1These measures are designed to encourage water conservation in Guangzhou. They conform to the Water Law of the People’s Republic of China and Measures for Water Conservation in Guangdong Province.

Article 2Units or individuals who have made exceptional contributions and achieved great outcomes in Guangzhou’s water conservation activities may be recognized in accordance with these Measures.

Article 3The special water-saving funds contained in the budget management of the Guangzhou Water Authority are the source of incentive funds.

Article 4Water users who have realized significant water-saving benefits as a result of effective daily water-saving measures, met the standard requirements of provincial water-saving enterprises, units, and residential communities, passed relevant declaration, review, and approval procedures, and have been designated as water-saving enterprises, units, and residential communities in Guangdong by the Department of Housing and Urban-Rural Development of Guangdong Province. The Guangzhou Water Authority shall award the honorary certificate for the advanced water-saving unit and a particular bonus amount.

第四条用水户因日常节约用水管理措施得力，取得显著节水效益，达到省级节水型企业、单位、居民小区标准要求，通过相关申报、评审、核准程序，经广东省住房和城乡建设厅公布为广东省节水型企业、节水型单位、节水型居民小区的，由广州市水务局授予节水先进单位荣誉证书，给予规定数额奖金。

Article 5The advanced water-saving individual award will be given to an individual who meets any of the following criteria：

(1) Those who have made contributed significantly to the research and promotion of water-saving technologies, processes, equipment, and appliances, among other things.

(2) Those who have demonstrated exceptional performance in the promotion and management of water conservation.

(3) Those who have made exceptional contributions to the development of water-saving enterprises, units, and residential communities.

第五条有下列情形之一的个人，授予节水先进个人奖：

（一）研究、推广节约用水技术、工艺、设备、器具等有突出贡献的。

（二）在节约用水宣传、管理工作中表现突出的。

（三）在推动节水型企业、节水型单位、节水型居民小区创建过程中，有突出贡献的。

Article 6The following are the reward criteria：

(1) Advanced Water-saving Unit Award: Awards given based on the amount of water consumed in the preceding year. Units with less than 10,000 cubic meters of annual water consumption (including 10,000 cubic meters) will be awarded at the standard of 10,000 yuan/unit; units with more than 10,000 cubic meters of annual water consumption will be rewarded at the standard of 20,000 yuan/unit.

(2) Individual Award for Advanced Water-saving: awards will be provided in accordance with the standard of 2,000 yuan/person.

Every year in March, the Guangzhou Water Authority releases the notice of declaration of water conservation prizes for that year on its official website. Units or people who meet the criteria may disclose their prizes to the Guangzhou Water Authority within the period specified in the notification.

第六条奖励标准如下：

（一）节水先进单位奖：按照上年度用水规模分档奖励。年用水量在一万立方米以下（含一万立方米）的单位，按10000元/个的标准给予奖励；年用水量在一万立方米以上的单位，按20000元/个的标准给予奖励。

（二）节水先进个人奖：按照2000元/人的标准给予奖励。

广州市水务局每年3月在官方网站发布当年节约用水奖励申报通知。符合本办法规定条件的单位或个人，均可按通知所列时限向广州市水务局申报奖励。

Article 7The declared advanced unit must provide the materials listed below：

(1) The declaration for water-saving awards, which should include the unit’s honorary titles obtained from the Department of Housing and Urban-Rural Development of Guangdong Province, the total amount of water used the previous year, a description of the unit’s water-saving management system or measures, and the advanced water-saving management deeds or experience.

(2) A copy of the previous year’s water bill receipt.

第七条申报先进单位需提供以下材料：

（一）节水奖励申报书，列明本单位经广东省住房和城乡建设厅公布所获得的荣誉称号、上一年度用水总量、本单位节水管理制度或措施说明、本单位节水管理先进事迹或经验。

（二）上一年度水费单据复印件。

Article 8Individuals who declare the Advanced Water-Saving Individual Award must present items that meet any of the conditions mentioned in Article 5, such as explanatory text materials, material objects, certificates, or copies of approval documents for remarkable contributions or achievements. If only explanatory text materials are provided, the applicant's unit must affix the official seal to the text materials.

Article 9The applicant must ensure that the information given is accurate and up to date. The Guangzhou Water Authority will investigate the declared unit’s or individual’s circumstances. Those who defraud water-saving rewards will have their qualification for selection canceled within 5 years; those who have received water-saving rewards will have their honorary certificates and rewards confiscated; the information of relevant units and responsible persons will be submitted to the public credit information management system, and punishment will be implemented in accordance with the “Guangzhou Public Credit Information Management Regulations”(Guangzhou People’s Government Order No. 166.)

第九条申报人必须确保提供的材料真实、有效。广州市水务局将对申报单位或个人的有关情况进行核实。对弄虚作假骗取节水奖励的，广州市水务局将取消其5年内的评选资格；已获得节水奖励的，将收回荣誉证书和奖励金；相关单位及责任人的失信信息将报送公共信用信息管理系统，按照《广州市公共信用信息管理规定》（广州市人民政府令第166号）的规定实施惩戒。

Article 10The Guangzhou Water Authority should form a Water Conservation Award Review Committee to investigate and select the annual water conservation award projects, quotas, and standards and review the materials declared by declarers to determine the shortlist.

第十条广州市水务局成立节约用水奖励评审委员会，负责研究和确定年度节约用水奖励项目、名额与标准，并根据申报主体提供的材料进行评审，确定入选名单。

Article 11After the evaluation committee has determined the shortlist, the Guangzhou Water Authority will organize the selection using the methods outlined below：

(1) On-site verification: To identify the preliminary winner’s list, the Guangzhou Water Authority undertakes on-site verification of the declaration materials submitted by the selected units or individuals.

(2) Public announcement: The preliminary winner’s list will be announced on the Guangzhou Water Authority’s official website for 10 days.

(3) Objections and review: Any unit or individual may report the information during the publicity period. The reporting unit should bear the official seal, the personal report should include the true name and contact information, and the report should include extensive supporting papers for verification. The Guangzhou Water Authority shall review the report within five working days of its receipt and notify the reporting unit or the individual of the evaluation conclusions in writing. The time required for on-site verification, monitoring, or evaluation is not included in the review period.

(4) Verification: The Guangzhou Water Authority will check the results and establish the final winner’s list after the announcement without objections or the sorting of objections is concluded.

(5) Announcement: The ultimate winners will be announced on Guangzhou Water Authority’s official website.

(6) Receiving the award: The Guangzhou Water Authority notifies the winning unit or individual that the honorary certificate will be presented at the appointed location and time. The Guangzhou Water Authority will develop the annual water-saving incentive budget based on the winners list stated in Item (5) and report it to the Guangzhou Municipal Finance Bureau for the budget for the following year to be developed. Individuals will receive honorary certificates after  the Guangzhou Municipal Finance Bureau deposits the rewards into the special water-saving fund account. The Guangzhou Municipal Finance Bureau will issue the incentives to the units in compliance with the applicable regulations on national treasury centralized payment.

第十一条广州市水务局在评审委员会确定入选名单后，按以下程序组织评选：

（一）现场核实：广州市水务局对入选单位或个人所提供的申报资料进行现场核实，确定初步的获奖名单。

（二）公示：广州市水务局将初步获奖名单在官方网站进行公示。公示时长10日。

（三）异议及复核:公示期内任何单位和个人对公示信息如有异议，可进行举报。举报单位应加盖公章，个人举报应署真实姓名和联系电话，举报应附详细证明材料，以便核查。广州市水务局自收到举报之日起五个工作日内进行复核，并将复核意见书面告知举报单位或举报人。复核需要现场核查、监测或者鉴定的，所需时间不计入复核期间。

（四）审定:公示无异议或异议处理完毕后，广州市水务局对结果进行审定，确定最终获奖名单。

（五）公布：广州市水务局将最终获奖名单在官方网站进行公布。

（六）领奖：广州市水务局通知获奖单位或者个人于指定地点、指定时间领取荣誉证书。广州市水务局按第（五）项公布的最终获奖名单制定年度节水奖励金预算，报广州市财政局纳入下一年度广州市水务局财政经费预算。发给个人的奖励金在广州市财政局将奖励金划入节水专项经费账户后，与荣誉证书同时发放。发给单位的奖励金由广州市财政局按照国库集中支付的相关规定发放。

Article 12The Guangzhou Water Authority will plan and carry out these measures. The Guangzhou Water Authority will clarify the specific challenges in the implementation.

第十二条本办法由广州市水务局组织实施。执行中的具体问题，由广州市水务局给予解释。

Article 13These Measures go into effect on October 1, 2022, and will be in effect for 3 years.

第十三条本办法自2022年10月1日起实施，有效期3年。
